Abu Dhabi Customs, in collaboration with Webb Fontaine, launches an AI-powered tariff management and smart classification system, Webb Valuation, revolutionising trade efficiency and accuracy in the Emirate's customs operations.
Abu Dhabi, the capital of the United Arab Emirates (UAE), has a rich history of trade dating back centuries. Situated on the coast of the Arabian Gulf, Abu Dhabi has long been a vital trading hub connecting the East and the West. Traditionally, the Emirate relied on pearl diving, fishing, and maritime trade for its economic sustenance. However, with the discovery of oil in the 1950s, Abu Dhabi underwent a rapid transformation, becoming one of the wealthiest and most influential regions in the world.
The development of oil and gas resources propelled Abu Dhabi's economy, leading to significant investments in infrastructure, industry, and trade. The Emirate established modern ports, airports, and free trade zones, attracting multinational corporations and facilitating international trade. Abu Dhabi's strategic location, coupled with its progressive economic policies and business-friendly environment, positioned it as a global centre for commerce.
In recent years, Abu Dhabi has diversified its economy beyond oil and gas, focusing on sectors such as tourism, manufacturing, and technology. The Emirate's trade landscape has also evolved, with a growing emphasis on non-oil exports, re-exports, and transshipment. As a result, Abu Dhabi Customs (ADC) has faced increasing challenges in managing the diverse flow of goods entering and exiting its borders.
Recognising the importance of efficient trade facilitation, ADC has continually sought to modernise its customs processes and infrastructure. The launch of the AI-powered tariff management and smart classification system, Webb Valuation, in November 2022 represents a significant milestone in this endeavour. Developed in collaboration with Webb Fontaine, this system aims to streamline customs procedures, enhance accuracy, and support the Emirate's ongoing efforts to promote international trade and economic growth.
Webb Valuation is designed to digitise HS Code Classification for products imported to and exported from Abu Dhabi. By leveraging advanced technologies such as artificial intelligence and machine learning, the system provides traders with accurate classification codes and associated information, reducing errors and improving efficiency in customs processes. This initiative underscores Abu Dhabi's commitment to innovation and excellence in trade facilitation, further cementing its position as a global leader in commerce and logistics.
The launch of Webb Valuation was made possible through the collaboration between Abu Dhabi Customs (ADC) and Webb Fontaine. Webb Fontaine played a crucial role in developing and implementing the system, leveraging our expertise in AI-powered technology and customs management.
Webb Fontaine incorporated cutting-edge technologies, including Machine Learning algorithms and Natural Language Processing (NLP), to enable the system to recognise HS codes from commercial product descriptions. This involved training the system to understand the nuances of various product descriptions and classify them accurately according to the Harmonised System (HS) codes.
The AI-driven search engine developed by Webb Fontaine automates the process of locating the relevant HS code based on various parameters such as product descriptions, Global Trade Item Number (GTIN) codes, chemical substance names, and Customs Union and Statistics (CUS) codes. This advanced search functionality enables traders to easily and accurately identify the appropriate classification codes for their products, even in cases of vague or complex descriptions.
Furthermore, Webb Fontaine ensured that the system's user interface was intuitive and user-friendly, facilitating seamless interaction for both traders and customs officials. The platform offers multilingual support and a simple search function for Harmonised Classification based on AI, taking into account country-specific needs. This ensures that the system caters to the diverse linguistic and cultural requirements of the trade community in Abu Dhabi.
In addition to developing the technology, Webb Fontaine worked closely with ADC to integrate Webb Valuation with existing customs operations platforms such as UGC TAMM and Abu Dhabi Advanced Trading and Logistics Platform (ATLP). This integration ensures that the system is accessible to customers through familiar channels and provides a seamless experience across all customs processes.
Overall, Webb Fontaine's contributions were instrumental in bringing Webb Valuation to fruition, enabling ADC to position itself at the forefront of technological innovation in the customs industry and providing significant benefits to international trade in Abu Dhabi.
The implementation of the Webb Valuation has brought about several benefits for Abu Dhabi Customs. Traditional classification techniques often presented challenges such as vague descriptions of goods, unknown products, and incorrectly classified items. However, with the AI-powered system, these obstacles are eliminated, leading to more accurate and efficient customs processes.
Customers can now navigate customs procedures with greater ease and confidence, thanks to the system's ability to provide accurate classification codes and associated information. This not only improves the quality of foreign trade statistics but also encourages voluntary compliance among traders, fostering trust between the trading community and Abu Dhabi Customs.
Alioune Ciss, CEO of Webb Fontaine, has expressed confidence that the partnership with Abu Dhabi Customs will greatly enhance customs services for the business community. By leveraging AI technology and innovative search capabilities, Webb Valuation sets a new standard for trade facilitation in the region, making customs processes faster and more secure.
