Dakar-Abu Dhabi: A Strategic Partnership
Based in the United Arab Emirates, Webb Fontaine CEO Alioune Ciss analyzes the new partnership framework established between Abu Dhabi and Dakar. He believes this collaboration can become an axis for growth, partnership, and sustainable innovations.
In terms of energy, Alioune Ciss emphasizes that the United Arab Emirates have historically depended on hydrocarbons but have significantly diversified their economy. This transformation makes them well positioned today to support Senegal in the development of renewable energy, reduce its dependence on fossil fuels, and promote a sustainable energy transition.
According to Alioune Ciss, this cooperation could take the form of potential projects in solar power plants, hydroelectricity, and investment partnerships in clean energy, which have already been identified.

On the digital front, the CEO of Webb Fontaine believes that the United Arab Emirates can share their expertise in digital technologies with Senegal to modernize infrastructure and foster innovation. “The country has already launched an initiative to support Africa’s digital development through a one billion dollar fund. The award granted to Senegal in Dubai in 2025 for the ‘Technology New Deal’ confirms the importance of this partnership in supporting Senegal’s digital transformation,” explains Alioune Ciss. In his view, cooperation could also extend to cybersecurity, e-governance, digital infrastructure, startup incubators, and the training of young talent, drawing on Emirati expertise in technology, smart cities, and innovation.
Regarding infrastructure, Alioune Ciss believes that the United Arab Emirates can invest in major projects in Senegal, including roads, ports, and airports, to improve connectivity and facilitate trade. “DP World’s involvement in port modernization is an excellent example of cooperation. The deep-water port of Ndayane, partially managed by DP World, is a key project that could transform Senegal into a regional maritime hub, improve import and export capacities, reduce logistics costs, and attract investment in local industry,” he explains.
He adds that strengthening the partnership between the Port of Dakar and DP World paves the way for expanded port infrastructure, optimized cargo flows, and the capacity to accommodate larger vessels, which is essential for boosting Senegal’s international trade.
As for agriculture, Mr. Ciss believes that the partnership can help Senegal strengthen food security by sharing agricultural technologies and investing in agricultural projects. He also highlights urban development, noting that the United Arab Emirates’ expertise in urban planning, smart cities, construction, and logistics is widely recognized. The concept of “smart cities” was raised during discussions between the two countries and could lead to integrated projects and industrial zones that position Senegal as a regional hub of attraction.
Overall, Alioune Ciss considers the partnership between Senegal and the United Arab Emirates to be strategic, with the objective of fostering sustainable and innovative cooperation between the two countries.
