Nepal introduces new digital "Temporary Import of Vehicle" system powered by Webb Fontaine
The Government of Nepal has officially introduced a new digital Temporary Import of Vehicle (TIV) system for tourists entering the country with foreign vehicles, helping simplify border procedures, improve traveler experience, and modernize cross-border vehicle management.
Developed by Webb Fontaine for the Department of Customs under the Ministry of Finance, the new online platform allows travelers entering Nepal from India and other third countries to complete vehicle permit formalities digitally before arrival, including the submission of vehicle information and payment of applicable fees online.
The initiative was officially inaugurated by Nepal’s Finance Minister, Dr. Swarnim Wagle, as part of the government’s broader commitment to efficient public service delivery and digital governance.
Previously, travelers entering Nepal with foreign vehicles were required to physically obtain temporary permit cards at customs checkpoints. During their stay in Nepal, they also had to revisit customs offices to renew permits or pay fines, creating delays and administrative burden for both travelers and customs authorities.
With the introduction of the new online system, tourists can now complete the process remotely from home before entering the country. Once the information is submitted online, users receive a QR code containing all required details, enabling a faster and more seamless border crossing experience.

Speaking during the inauguration ceremony, Finance Minister Dr. Wagle emphasized the importance of improving public service efficiency and reducing friction at border areas:
“We want government services to be fast and efficient so that tourists face no difficulties.”
Director General of the Department of Customs, Shyam Prasad Bhandari, also highlighted that permits for foreign tourist vehicles entering Nepal are now fully digital.
The request to implement the Temporary Import of Vehicles (TIV) Vehicle Pass application came directly from Nepal’s Ministry of Finance. While the TIV module already existed within Webb Fontaine’s Customs platform ecosystem, Webb Fontaine’s Single Window team introduced the necessary modifications, operational adjustments, and new functionalities required to meet Nepal’s specific regulatory and operational requirements.
Webb Fontaine designed the platform to address more than 30 distinct operational and regulatory requirements within a very short implementation timeframe.
The impact was immediate. As of the second day of live operation, the platform had already processed more than 350 documents, demonstrating strong adoption and the immediate operational value of digitalization.
This initiative further demonstrates how agile digital government platforms developed by Webb Fontaine can rapidly improve border operations, facilitate tourism, reduce administrative bottlenecks, and enhance public service delivery through modern technology.
