Webb Customs, the new IT system developed for Benin’s Customs Administration, represents a technological innovation and a strategic breakthrough in the fight against fraud, while also launching the modernisation of foreign trade processes. The results achieved by Benin through this tool were widely praised at the Webb Fontaine Summit, held on 12–13 May in Dubai.
In Benin’s customs sector, digitalisation is no longer a buzzword – it is a reality. Prior to January 2018, economic operators had to navigate multiple systems: the Port Single Window (GUP), the Foreign Trade Operations Single Window (GUOCE), and ASYCUDA World. These platforms were rolled out separately between 2011 and 2015, leading to administrative fragmentation and delays that were often costly for operators. While these systems served their purpose, it became clear that more integrated solutions were required.
The reform of January 2018, led with the support of Webb Fontaine, saw the creation of the Single Window for Foreign Trade (GUCE). This new platform brought together the three existing systems, laying the foundation for a fully digital ecosystem for trade and customs operations. Thanks to this centralisation, all stakeholders—from freight forwarders and port agents to transporters—now operate via a single digital interface, enhancing traceability and streamlining operations.
Yet to tackle the increasingly complex nature of fraudulent practices, an even more advanced system was needed. This vision of continuous innovation led to the development of Webb Customs, a tailor-made IT system for Benin’s Customs. The system was officially presented at the Webb Fontaine Summit in Dubai, and showcases the latest technologies, particularly artificial intelligence, to deeply modernise customs management. It enables dynamic, intelligent risk management using algorithms capable of identifying new fraud patterns.
Webb Customs replaces ASYCUDA World, a software system promoted by the United Nations Conference on Trade and Development (UNCTAD), which had been in use in numerous countries since the 1990s. Although effective in its time, ASYCUDA World could no longer meet modern demands for agility, performance, and revenue security.
In contrast, Webb Customs offers a fully paperless environment, with fully electronic processing of procedures, optimised document management, and seamless integration with other public authorities and economic operators.
Key innovations include the full automation of customs clearance, advanced risk management through profiling of importers and goods, and a secure interface for information exchange between customs officers, brokers, and partner administrations. It also promotes the IT self-sufficiency of the customs service, giving it full control over its data and tools.
On the ground, the impact is already visible. Customs revenue has nearly doubled, rising from CFA 355 billion to CFA 722 billion between 2020 and 2024. At the strategic border post of Hilla-Condji in the southwest, for instance, declarants no longer need to physically meet a customs officer – everything is handled online in a smooth, traceable manner.
Thanks to Webb Customs, Benin’s Customs has shifted from manual management to predictive analysis. This deployment aligns with a broader goal: to make the Customs Administration not only more efficient, but also more regionally competitive.
With GUCE remaining the central platform, Customs Webb strengthens customs’ ability to anticipate and control, while also reducing timeframes and costs for operators. More than just a piece of technology, Webb Customs symbolises a new era for Benin’s Customs, equipping it with the modern tools it needs to fulfil its core mission: securing borders, facilitating trade, and maximising state revenue.
This forward-looking strategy, effectively implemented by the General Directorate of Customs, has positioned Benin as the leading country in the region in terms of customs modernisation—a status confirmed by the positive reception at the Dubai summit and a clear sign that Benin’s Customs is firmly anchored in digital transformation.
