Celebrating Half a Million CLPs in BSW and Seminar on Paperless Customs Organized by National Single Window (NSW) Project, Bangladesh

The National Single Window (NSW) Project successfully organized the event “Celebrating Half a Million CLPs in BSW & Seminar on Paperless Customs” on 18th September 2025 at Le Méridien, Dhaka.

 

The event was graced by Dr. Saleh Uddin Ahmed, Hon’ble Advisor, Ministry of Finance and Ministry of Science & Technology, as the Chief Guest. Mr. Sheikh Bashir Uddin, Hon’ble Advisor, Ministry of Commerce, Ministry of Civil Aviation & Tourism, and Ministry of Textiles & Jute, along with Mr. Lutfey Siddiqi, Special Envoy for International Affairs to the Hon’ble Chief Advisor, and Dr. Anisuzzaman Chowdhury, Special Assistant to the Hon’ble Chief Advisor, attended as Special Guests. The Guest of Honor of the event was Mr. Jean Pesme, Division Director, World Bank, Bangladesh & Bhutan. The event was chaired by Mr. Md. Abdur Rahman Khan, FCMA, Secretary of the Internal Resources Division and Chairman of the National Board of Revenue (NBR).

 

Senior officials from various ministries, heads of departments/agencies, representatives of development partners, and distinguished members from the private sector were also in attendance.

 

Acknowledging Webb Fontaine’s Contribution

 

A special recognition was extended to Webb Fontaine Group, the technology partner of the National Single Window (BSW) Project. Webb Fontaine’s world-class technology infrastructure, continuous implementation support, capacity-building efforts, and end-to-end system integration have been instrumental in the successful rollout of the BSW platform.

 

From developing a unified digital ecosystem, enabling seamless onboarding of agencies, to operationalizing the system with real-time data exchange, Webb Fontaine’s team has played a pivotal role in modernizing trade facilitation in Bangladesh.

 

In addition to delivering the system, Webb Fontaine also organized this celebration event, including showcasing system analytics, testimonial videos, and capacity development outcomes. Their contributions were publicly acknowledged and appreciated by the NBR leadership during the event.

 

 

The BSW Journey So Far

 

The BSW portal was officially launched on 02 January 2025, with the initial Go-Live involving 7 key Certificate, License, Permit Issuing Authorities (CLPIAs): DoE, DGDA, EPB, DOEX, BNACWC, BEPZA, and BEZA. Today, 12 more agencies have joined, including BAEC, BGMEA, BKMEA, BSTI, BTRC, CAAB, DLS, DOF, PQW, BAERA, BIDA, and CCIE, bringing the total to 19 connected organizations.

 

Following a circular from NBR on 02 July 2025, it became mandatory for all CLPs to be issued through the BSW system.

Seminar on Paperless Customs

A special session was held on implementing Paperless Customs, aligned with WTO-TFA Article 10.4, to increase efficiency, accountability, and investor confidence in cross-border trade.

 

Closing Note

 

All dignitaries emphasized the role of digital transformation in driving economic growth and applauded the achievements of BSW. Stakeholders reaffirmed their commitment to the continued development of BSW.

 

 

The National Board of Revenue (NBR) expresses sincere gratitude to all collaborating agencies, development partners, private sector stakeholders, and taxpayers.
